Randolph Scott lookalike Rod Cameron is "Sands", a former lawman who travels to a Texas town to investigate the shooting of his newspaper-man brother. Upon arrival, he quickly discovers the town, indeed the territory, under the heel of "Matt Garson" (Reed Hadley).
